These were individuals classified by the Act as 'Idiots' or 'Imbeciles', distinct from 'Lunatics' that the Mental Hospital was established to care for [these terms had a distinct medical definition at the time]. The legislation enabled the Mental Hospital to take on a guardianship role for those admitted on these terms.   </dc:description>
